Coal Country - A Film by Mari-Lynn Evans & Phylis Geller
COAL COUNTRY is a dramatic look at modern coal mining. We get to know working
miners along with activists who are battling coal companies in Appalachia. We hear from
miners and coal company officials, who are concerned about jobs and the economy and
believe they are acting responsibly in bringing power to the American people. Both sides
in this conflict claim that history is on their side. Both miners and local activists have roots in the region that go back many generations. Most have ancestors who worked in the mines. Everyone shares a deep love for the land, but Mountain Top Removal mining, which has leveled over 500 Appalachian mountains, is tearing them apart. We need to understand the meaning behind promises of “cheap energy” and “clean coal.” Are they achievable? At what cost? Are there alternatives for our energy future?

The Regional Administrator issues a proposed determination when it has not been demonstrated during the consultation period provided for by the 404(c) initiation letter that no unacceptable adverse effect will occur or that corrective action will be taken to prevent unacceptable adverse impacts. The proposed determination begins the process of determining whether unacceptable adverse effects will likely occur as a result of the proposed project and serves as the mechanism for soliciting public comments on the 404(c) action. A public hearing pass4sure 642-832is typically held during the comment period established by the proposed determination. . At this stage of the 404(c) process,pass4sure 350-030 EPA has reason to believe that an unacceptable adverse effect could result from thepass4sure 642-901 project. The proposed determination provides an opportunity for EPA to obtain sufficient information either to determine that unacceptable pass4sure 640-822adverse effects will not occur and withdraw the proposed determination, or to support a finding that the project is likely to result in unacceptable adverse effects and proceed with a recommended determination.

There are also environmental intergovernmental organizations that group governments at the regional and EX0-101 local level, as distinguishable from the national level. Examples are the network of regional governments for sustainable development642-892 the ICLEI-Local governments for sustainability [2] and the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) [3]. These organizations use the method70-291of open coordination to share policy best practice and provide assistance and counsel to partners on issues related to PMI-001environmental development following the UN Millennium Agenda. These networks can be seen as international organisations and have observer status in the different UN environmental organizations.
